QUALIFICATIONS AND JOB DESCRIPTION
REQUIRED QUALIFICATIONS:
Education & Experience:
• Bachelor’s degree in Civil Engineering from a reputable university in Türkiye.
• Minimum of 18-20 years of relevant experience, with at least 10 years in tender management, proposal preparation, and leadership roles,
• Proven success managing procurement processes for large-scale, complex projects both domestically and internationally.
Skills & Competencies:
• Exceptional leadership, organizational, and project management capabilities,
• Advanced negotiation, communication, and stakeholder engagement skills,
• Strong analytical thinking and meticulous attention to detail,
• Proficient in procurement and bid management software including MS Office, SAP, Oracle, Primavera, etc.,
• Ability to thrive in a fast-paced environment with flexible working hours,
• Willingness and ability to travel domestically and internationally without restrictions.

KEY RESPONSIBILITIES:
• Develop and execute procurement strategies for national and international projects,
• Lead the preparation and submission of RFIs, RFQs, RFPs, and all related bid documentation,
• Coordinate team task allocation and schedule management,
• Perform risk assessments on tender documents and establish pricing and bidding strategies,
• Build and maintain strong relationships with clients, partners, and subcontractors,
• Analyze tender outcomes and market trends to optimize procurement processes,
• Collaborate with legal and commercial teams in contract negotiations following successful bids,
• Provide regular reports to senior management on tender success rates and key performance indicators.
